Let me ask the reader, if you have not purchased homeowner insurance and your house suddenly burns down, can you call an insurance company and obtain homeowners insurance to cover the claim? The question is silly and the answer is apparent no, never ever. Should you drive a car without insurance and have an accident can you obtain insurance, the answer is no.

Any insurance company that let you buy insurance after a claim is a company that either goes out of business, or raises prices so all its good customers flee that company. We need to have a high risk pool funded by tax payers to pay for inherited or pre existing conditions, and allow the free enterprise competition to hold down prices for the rest of the healthy population, rather than turn it all over to a government program with no cost controls and no quality protection.
